my guest has not received his refund

A guest made a reservation and paid, although this was later cancelled as he wanted to pay through a different account. In effect, i was paid twice.

I received a pay out and then issued a refund using the resolution centre. The amount to be repaid is larger than my most recent booking and I assumed Airbnb would hold back this amount until there was enough to pay the refund.  There will be enough if the current booking is put together with the next booking, but neither, individually is enought to pay the refund.   Can I cancel the Airbnb refund and pay the guest out directly?

No don't do this. Any repayment needs to go through BNB. If you do this the guest will end up being repaid twice and you will lose out.

 

Your guest needs to call BNB and sort out what is happening with the repayment.
