SB 1350 Arizona new law

Can the Arizona Maricopa county enforce county ordinances over SB 1350 new law ?? I would like to rent my home a few weekends per year through AIRBNB and allow renter to host a private party of 80 people in my home backyard. My acre home has private parking and party done 10:00 pm. Please advice

I would assume law enforcement can enforce any passed/approved law.
