Looking for advice on laws related to letting out a flat in Karjat for short stays.

Dear All, 

I am looking for assistance in knowing everything about letting out my flat for short stays in Karjat. The colony has not yet formed a society. 

The builder has most recently started to harass me with trivial issues like no usage of the pool, nuisance to other tenants etc. I have personally and checked and verified and have found out that there is no such inconvenience to any people around also because there are barely any families living in the colony. I don’t mind paying the additional charges for the usage of the pool etc. 

None the less I wanted to seek assistance before I approach him to discuss the issue. 

Any help will be great help especially if we have lawyers on this forum.
