I would like to flag guests who obviously do not read the information and then down-rate the listing

It would be helpful to other hosts if they are forewarned that certain guests do not read all the information provided, then they would know to reinforce the information.

I agree. Brilliant idea. I have come across numerous guests who just do not like to read. This is not a language issue. They are just unprepared and rely 100% on the host to do the thinking for them.
