Adding Payment Method

Hello all, I am trying to add my new brand verified Airbnb Payoneer card to the Payment Methods, but I am getting the following message and eventually the procedure stucks there: 

"Oops! It looks like you’ve already submitted your Payoneer application.  To log in to your account please click here.

If you did not receive your card, or are unable to access your account, please contact our Customer Support department."

Why it is so and what might be the sollution? 

I have tried it initially with Chrome browser and then via Internet Explorer, but without any success!
