Do I have to manually transfer cancelled booking fees back to the guest

If you want to exceed your cancellation policy, you need to make a refund through the resolution center.  The airbnb fee should be for the guest to pay though, since he/she made the booking and then cancelled.  They cannot really blame you for not being able to arrive and expect the fees to be returned and you out of pocket.
