I have instant book for guests to book at but why can some guests use this facility, and not others?

One of my "Instant book"requirements is that guests have reviews from other hosts ... Is a guest who does NOT meet this requirement able to instant book, and if not, sends an inquiry and i decline booking, does this jeopardize me as a host?
