Mexico and VAT tax?

We are a new host living in Arizona paying AZ taxes but have a rental condo in Rocky Point Mexico.  AIRbnb is deducting MX income tax at 20% which I think is really an occupancy tax? and then a VAT tax at 16% which I have NO idea who that is paid to?  AIRbnb is great but there support is terrible with people with no training and limited communication skills.  Please advise if this is right?  Seems high.  Maybe I should not show condo in Mexico and pay occupancy taxes myself? Thank you for any help
