Guest money stuck due to Host response delay

I tried to book a place and after making the reservation request the total amount was instantly debited from my bank account. However, the host did not respond within 24hrs (for reasons of their own) and airbnb said they will refund the payment instantly but the money will be credited to my account WITHIN 10 DAYS. After 24hrs the chosen host pre-approved my booking request and I am now being asked to pay again for the same booking although the earlier refund can remain stuck until 10 days. Is this how it works? Seems unfair to the guest.
